LOS ANGELES, October 4 – This week on SoCal Connected, correspondent Angie Crouch takes a look at fat and skinny ZIP codes and the correlation between park space and overall health in “Park Poor,” while correspondent Judy Muller investigates a new plan by Walmart, the nation’s largest retailer, to move into neighborhoods previously denied to them in “Big Box Invasion.” The all-new episode airs Friday, October 7 at 8:30 p.m.

“PARK POOR”

When it comes to green space, Los Angeles is one of the poorest major cities in the nation. Correspondent Angie Crouch delves into new research that shows a direct correlation between income, race, health, and the availability of community park space. Activists have taken the lead as the city and county lag, but they often face a multitude of political road blocks. Tune in to find out which LA County cities are living fit and which are living large. The producer is Karen Foshay.

“BIG BOX INVASION”

For years, Walmart has weathered protests, ballot measures, and resolutions designed specifically to keep big box chains out of LA County. With only a handful of stores spread throughout the densely populated area, the megastore may have found a way to open new stores in the wake of the recession and glut of commercial real estate on the market. Walmart’s new strategy is centered on purchasing space left vacant by defunct retailers like Mervyns without public hearings, zoning permits, and environmental impact studies that have prevented the retailer from opening shop in the past.

While protesters are making noise, other city officials are happy to have Walmart as their neighbor, including the jobs they create and their low cost products and groceries.   Correspondent Judy Muller reports. The producer is Karen Foshay.

Local Soldier Killed in Afghanistan

The Department of Defense announced today the death of a soldier who was supporting Operation Enduring Freedom.

Spc. Jason M. Weaver, 22, of Anaheim, Calif., died March 3 in Kandahar province, Afghanistan, of wounds suffered when insurgents attacked his unit using an improvised explosive device.

Spc. Weaver was assigned to the 504th Military Police Battalion, 42nd Military Police Brigade, Joint Base Lewis-McChord, Washington.

Cal EMA, FEMA Get Over 200 Applications for Federal, State Aid

In the wake of the severe winter storms, flooding, debris and mud flows that occurred between December 17, 2010 and January 4, 2011,  207 government agencies, special districts and private non-profit organizations from the 12 counties included in President Obama’s January 26, 2011, major disaster declaration and March 3, 2011 amended declaration have submitted Requests for Public Assistance (RPA), officials with the Federal Emergency Management Agency (FEMA) and the California Emergency Management Agency (Cal EMA) reported today.

So far, Orange County has 38 applications submitted for RPAs.

In addition, FEMA received Requests for Public Assistance (RPAs) from the Agua Caliente Band of Cahuilla Indians; the Cahuilla Band of Indians; the Campo Kumeyaay Nation; the La Jolla Band of Luiseno Indians; the Pala Band of Mission Indians; the Ramona Band of Cahuilla Indians; the San Manuel Band of Mission Indians; the San Pasqual Band of Indians; and the Soboba Band of Luiseno Indians.

Under current law, local government agencies and special districts that submitted their RPAs prior to or on the February 24, 2011, application deadline could be eligible for 93.75 percent in reimbursements from (FEMA) and (Cal EMA) for eligible emergency response, debris removal and repair costs. State agencies, tribal nations and private non-profits that provide essential services could be eligible for 75 percent reimbursements from FEMA for their eligible costs.

“Cal EMA and FEMA are committed to ensuring that eligible organizations receive the maximum amount of federal and state disaster assistance they are eligible for under the law, however, it is incumbent upon the agency to submit an RPA to be considered for this assistance” said Federal Coordinating Officer Sandy Coachman of FEMA and State Coordinating Officer Mike Dayton of Cal EMA in a joint statement.

Based on joint preliminary damage estimates conducted by FEMA and Cal EMA following the storms, disaster officials estimate that federal and state reimbursements could save local government agencies, special districts and other eligible entities $70 million.

For those eligible organizations that submitted an RPA by the regulatory deadline, representatives from FEMA and Cal EMA will schedule and conduct a kickoff meeting with each to discuss details about individual project eligibility and to develop a plan to repair damaged facilities owned by the applicant.

Following the kickoff meeting, federal and state recovery personnel conduct site visits with local representatives to document disaster related damages, develop scopes of work to bring damaged facilities back to pre-disaster design, function and capacity in accordance with applicable codes and standards, and estimate the cost of repair and restoration that is used as a basis for funding.

So far, federal and state recovery specialists have conducted 60 kickoff meetings.

Orange County Related Appointment by Governor Schwarzenegger

Governor Schwarzenegger made the following appointment with ties to Orange County today:

Jiles Smith, 48, of Apple Valley, has been reappointed to the Fraud Assessment Commission, where he has served as a commissioner since 2006. He has been senior manager of regional safety and security for Grainger Industrial Supply since 2007 and previously held the same position from 2001 to 2004. Smith was risk manager for the Riverside Transit Agency from 2004 to 2007, assistant director of safety for JB Hunt Transportation from 1999 to 2000 and safety and workers’ compensation manager for Roadway Express from 1995 to 1999. This position does not require Senate confirmation and the compensation is $100 per diem. Smith is a Republican. This appointment will be effective on January 1, 2011.

FEMA, Cal EMA to Sign Emergency Plan at Ceremony

California Emergency Management Agency (Cal EMA) and the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) will sign into operation a plan designed for responding to and recovering from a catastrophic earthquake in Southern California.

FEMA Regional Administrator Nancy Ward and Cal EMA Secretary Matthew Bettenhausen will officially launch the Southern California Catastrophic Earthquake Plan (CATPLAN) in a signing ceremony at the Pasadena Convention Center followed by a press conference.  First responders, emergency managers, private sector, non-governmental and faith-based organizations, and catastrophic planners at the local, state and federal level will attend the event.

The signing caps off almost two years of intense work to effectively respond and help the people of Southern California recover from a catastrophic earthquake.

Media are invited to the Pasadena Convention Center located at 300 East Green Street, Pasadena, CA 91101 at 10:30 a.m. on Tuesday, December 14 and should report to Ballroom A in the Exhibit Hall. They will then be escorted to the venue for the signing ceremony and the opportunity to capture b-roll.  Following  the signing, Ward and Bettenhausen will participate in a press conference.

When:  11:00 a.m., December 14, 2010.  Media should arrive NLT 10:30 a.m. to set up.

What:  The launch of California Emergency Management Agency (Cal EMA) and the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA), formal plan to deal with a catastrophic earthquake in Southern California.

Parking is available at  Euclid Avenue behind the Pasadena Convention Center.
